Rules of Engagement (ROE) for the United States Armed Forces
The standard ROE for militarized forces of the Constitutional Republic stands as: "United States Military forces aren't to engage any combatants or non-combatants unless fired upon, in response. Also in self-defense of US Military personnel, the servicemen can engage a possible combatant if they are in belief that said individual poses a threat to their well-being, the safety of their unit, or the outcome of a mission". In short: "Do not fire, unless fired upon. Or ordered to."
